The Postmaster General now recommends

that the vacancy caused by the death of the late Mr.

Holdman should be filled by the promotion of Mr. Thomas

Lay and by the transfer from within the Government service

of a suitable officer to fill his place. I have accord-

ingly, subject to your concurrence, appointed Mr. Lay

Senior Assistant Superintendent of Mails on the scale

£460 £560, on six months probation, while the vacancy

so caused has been filled by the transfer also on six

months probation of Mr. W.H. Whittaker, an officer of

the Sanitary Department. The question

The question of a personal

allowance to Mr. Lay does not therefore arise.

This modification of my original

proposals will throw considerable responsibility upon the

shoulders of Mr. Hynes, and this additional responsibility

is likely to continue until his retirement. In the

circumstances, while I do not wish to pursue my suggestion

that the emoluments of the post should be raised I am

prepared to recommend the grant to Mr. Hynes as from 1st

January, 1934, of a personal pensionable allowance of

£50 per annum, and I should be glad to receive your

approval of this payment.

My attention has been drawn in this

connection to an anomaly which has hitherto existed in

the case of European subordinate officers in the General

Post Office, some of whom have in the past been granted

free quarters under General Order 109 while others have

been eligible for rented quarters or allowances under

General Order 108.
